Effective May 30, 2026, the Ontario Immigrant Nominee Program (OINP) is revoking all of its existing immigration streams and replacing them with a new framework under amendments to the Ontario Immigration Act (OIA). This is one of the most significant overhauls of Ontario's provincial immigration program in recent years.
As of May 30, 2026, the following nine OINP categories will no longer accept new applicants: the Foreign Worker category; the International Student with a Job Offer category; the In-Demand Skills category; the Master's Graduate category; the PhD Graduate category; the Human Capital Priorities category; the French-Speaking Skilled Worker category; the Skilled Trades category; and the Entrepreneur category.
The new system introduces a targeted draw mechanism. The OINP Director will have authority to issue general or targeted Invitations to Apply (ITAs). In targeted draws, candidates are ranked by occupation, official language proficiency, intent to settle outside the Greater Toronto Area, and Ontario labour market needs. Employers supporting a nomination must be registered with the OINP through its employer portal before submitting a job offer.
The OINP plans new streams in two phases. Phase one will merge existing employer job offer streams into one stream with two pathways (TEER 0–3 and TEER 4–5). Phase two will eliminate remaining streams and introduce three new ones: Priority Healthcare, Exceptional Talent, and Entrepreneur. Timelines have not been confirmed.
If you have an active or pending OINP application under any revoked stream, contact an RCIC immediately to clarify your file's status. Those who planned to apply under current OINP streams should monitor the OINP website for announcements about the new framework.
The revocation applies to eligibility categories — new applications under old streams cannot be submitted after May 30. Applications already in process may be handled differently. Consult an RCIC for your specific situation.
No exact dates have been confirmed. The targeted draw system takes effect May 30, but the new streams (Priority Healthcare, Exceptional Talent, Entrepreneur) roll out in phases. Monitor ontario.ca/immigration for updates.
Yes — the OINP continues to operate. The changes affect which streams are available, not whether Ontario nominates candidates. The new targeted draw system will invite candidates once the new framework is in place.
